Water Act is amended, which includes Section 510
- Provides the USIBWC and the EPA legal
authority to proceed with the IWTP in the U.S. at a 25 mgd capacity
- Funding for the IWTP is limited by
language in Section 510 and a 1993 VA-HUD Appropriation bill that
imposes a spending cap on projects that fall under Section 510

- Related to The Treaty for the Utilization
of Waters of the Colorado and Tijuana Rivers and of the Rio Grande
(February 1944)
- Sets forth the obligation by the IWTP to
provide 25 mgd of secondary treatment and industrial pre-treatment
in Mexico, construction of ocean outfall in the U.S. and cost
sharing
- Mexico has the right to reuse the water generated
in their country and treated at the U.S. facility
